The Arc de Triomphe is in the middle of the Pl. Charles de Gaulle roundabout. The views from outside of the roundabout are great, although you will likely have cars and buses in your photos due to this being one of the busiest roundabouts in Paris.
There are two entrances on opposite sides of the roundabout, connected by an underground tunnel. In the centre of this tunnel is access to the middle of the roundabout. From here there are great views of the Arc de Triomphe from ground level and this is free to access.
If you are feeling energetic, you can purchase tickets to the rooftop for stunning views over Paris. This is accessed via 284 steps up to the attic room and then a further 46 steps to the rooftop terrace. The terrace was very busy but the views are worth it.
